TSC Guidelines for recruitment of JSS Intern Teachers 2024/2025

GUIDELINESFORRECRUITMENTOFTEACHERINTERNS,JUNIOR SECONDARY SCHOOLS– 2024/2025 FINANCIALYEAR

1.0     GENERALINFORMATION

  1. Following the advertisement for recruitment of teacher interns, Sub-County Directors are requiredtoconducttheselectionexercisefortheadvertisedvacancy(ies)forapplicants wishing to be engaged in the TSC Internship programme and submit Merit Lists to the TSC Headquarters through their respective TSC County Directors.
  2. Applicants will berequired to submit their applications to the Secretary, Teachers Service Commission online throughteachersonline.go.kewhere a vacancy has been declared.
  • The Selection Panel is required to exercise the highest degree of transparency and accountability, as stipulated in the Public OfficerEthics Act, and TSC Code of Conduct and Ethics (CoCE, 2015).
  1. TSC Sub-County Directors in liaison with their respective TSC County Directors MUST ensurethatvenuesforselectionprocessareaccessibletoapplicantswithdisability.
  2. AllapplicantsMUSTberegisteredteachersasperSection23(1)oftheTeachers Service Commission Act, 2012.Applicants who are not duly registered shall not be considered
  3. TSC Sub-County Directors MUSTconfirm online registration status of the applicants at shortlistingstagetoavoidengagingunregistered/deregisteredteachersorineligible applicants
  • Applicants whose names differ in the academic and professional certificates and/or identificationcardsMUSTpresentanAffidavit,swornundertheOathsandStatutory Declarations Act, Cap 15 of the Laws of Kenya to explain the variance in names.
  • Applicants who re-sat either KCPE or KCSE examinations (or their equivalents) MUSTpresent certified copies of the certificate(s) of the national examination(s) in questionfor all the attempts. CopiesofthecertificatesmustbecertifiedbytheSub-County
  1. Upon generation of Applicants’ Lists, the TSC County Director shall share the lists with the TSC Sub-County Directors. The TSC Sub-County Directors shall convene the Sub- County Selection Panel(s). The Selection Panel(s) shall identify interview venues, dates and time which shall be communicated to the teachers for verification.
  2. All the applicants shall be invited for the verification of documents. The applicants shall be informedof the interview venue, date andtime through SMSatleastseven(7)days
  3. The verification exercise shall be conducted at the Sub-County level through the TSC Sub- County Selection Panel under the leadership of the TSC Sub-County Director. After the verification exercise, the TSC Sub-County Director shall compile a Merit List of all TheSubCountyMeritListsshallbeused to recruit teacher interns in the current and subsequent recruitment of teacher interns withinthefinancialyear.
  • Upon invitation for interview, applicants shall be required to present originals and clearphotocopiesofthefollowingdocuments:-
    1. Nationalidentificationcard;
    2. CertificateofRegistrationasateacher;
    3. Diploma/Degreecertificateandofficialtranscripts;
    4. KCSE certificates or its equivalent (include certificates for attempts if one re-sat exams);
  1. KCPE certificate or its equivalent (include certificates for attempts if one re-satexams);
  2. Primary and Secondary School leaving certificatesandotherrelevanttestimonials;
  3. NationalCouncilofPersonswithDisabilities(NCPWD)Card(whereapplicable);
  4. AnAffidavitswornundertheOathsandStatutoryDeclarationsAct,Cap15of the Laws of Kenya to explain the variance in names;
  5. LetterofcertificationofresultsbyKNEC(whereapplicable).

 

  • Personswithdisabilities shallberequiredtoindicatetheirdisabilitystatustogetherwith the nature of disabilities to inform their placement;

 

  • TheCommissionshallensurethat5%ofalltheadvertisedslotsarereservedforthe recruitment of teachers with disabilities in accordance to the provisions of the Constitution

 

  1. In the event of a tie, consideration for selection will be determined as per the order of priorityshownhereunder:
    1. LengthofStaysincegraduation;
    2. Strengthofacademicandprofessionalcertificates

 

N/B:Ifapplicantstieataggregategrades,subjectgradesshallbeconsidered.

  • PreferenceshallbegiventoapplicantshailingfromtherespectiveSub-Counties/

 

  • TheSub-CountySelectionPanelshalldevelopmeritsbasedonthescore

  • Thenamesofinterviewedapplicantsrankedinorderofperformanceintheselection process together with successful applicants’ recruitment documents shall be submitted to

 

  1. Recruitment of teachers in Junior Secondary Special Schools, the sub County Selection Panel(s) shall develop subject/school specific merit lists (appendix 1(c)). The subject specificmeritlistshallbeusedinthesubsequentrecruitmentprocessinvolvingasimilar vacancy in Junior SNE schools in the Sub County/County within the financial year or as

 

  • Applicantswhohaveservedunderteacherinternshipprogrammeorhavebeenemployed on permanent and pensionable terms by the Commission but exited service other than disciplinary grounds are eligible.

 

     AUTHENTICATION OF ACADEMIC, PROFESSIONAL AND OTHER RELATED DOCUMENTS

  1. Applicantsmustpresentoriginalandlegiblephotocopiesofthefollowingdocuments:

  1. Nationalidentificationcard;
  2. CertificateofRegistrationasateacher;
  3. Diploma/Degreecertificateandaccompanyingtranscripts;
  4. KCSE certificates or itsequivalent (include certificates for attempts if one re- satexams);
  5. KCPEcertificate oritsequivalent(includecertificatesforattemptsifone re- satexams);
  6. LetterofcertificationofresultsbyKNEC(whereapplicable);
  7. PrimaryandSecondarySchoolleavingcertificatesandotherrelevant testimonials;

NB:     Provisionaltranscript(s)shallnotbeaccepted.

 

  1. Theselectionpanelshallverifythat:-
    1. TheapplicantmeetstherequirementsstipulatedintheTSCadvertisement;
    2. All submitted original academic and professional certificates, as well as official

 

  • Any applicant(s) who present forged/fake academic, professional and other documents commit(s) an offence and shall be disqualified and/or deregistered.

 

  1. The TSC Sub-County Director shall certify photocopies of the certificates and confirm they are true copies of the applicant’s originalacademic and professional

 

  1. Once the interview process is completed,Sub-County Merit Listbased on the interview results shall be compiled and communicated to all applicants atthe endof

 

  1. It is the responsibility of the TSC County Director/Representative to ensure thatthe:
    1. Exerciseisfairandtransparent;
    2. TheSelectionPanelsaresatisfactorilysensitizedontherecruitmentprocess;
    3. Theinterviewsareconductedasstipulatedintheseguidelinesandanyother circulars applicable to the process;
    4. Onlythesuccessfulapplicant(s)ontheMeritListare engagedas teacher

 

  • The TSC Sub-County Director shall ensure that successful applicant(s) from the Merit List is/are engaged as teacher interns.

 

  • AllrelevantrecruitmentdocumentsshallbesubmittedtotheTSCCounty Director’sofficebytheTSCSub-CountyDirector.Thepanelshallconduct verificationofthedocumentsandensurethatalltherequirementsaremetbythe successfulapplicantsbeforesigningInternshipAgreementandOfferofInternship Lettersandsubmittingtherecruitmentdocuments(aspertheapprovedchecklist) to the TSC Headquarters within the stipulated timelines.

N/B:  TheTSCSub-CountyDirectorshallensurethattheSelectionPaneliswell sensitizedtoconducttheinterviews.

                    SELECTIONCRITERIA

 

  1. The TSC Sub-County Director shall provide to the selection panel a list of all shortlistedapplicantsas received from the TSC County Director.

 

  1. The selectionpanel shall interview onlythose whomeetthe setcriteria.The TSC Sub-CountyDirectorshouldnoteanyinconsistency(ies),adheretotheguidelines and guide the applicants /selection panel and the Commission accordingly.
  • Applicants shall appear in person before the selection panel. The selection panel shallscoreeachapplicantbasedontheselectionscoreguide(Appendices1(a)or 1 (b) or 1 (c)).

NB.  Anapplicantwithdisabilitiesrelatedtohearingand/orspeechshallbeallowedthe company of a signlanguageinterpreter.

5.0     QUALIFICATIONS

 

  • GraduateTeachers

ApplicantsmusthaveaminimummeangradeofC+(plus)atKCSEandC+(plus)in eachofthetwoteachingsubjectsortwo(2)Principlesandone(1)Subsidiarypassat‘A’ Level.In addition, they must have either:

  • ABachelorofEducationDegreewithtwo(2)teachingsubjectsor,

 

  • A Bachelor of Science or Arts Degree plus a Post Graduate Diploma in Education (PGDE)withtwoteachingsubjectsor,
  • Bachelor of Science with Education/Bachelor of Arts with Education with two teachingsubjectsor,

 

  • Bachelor of Science in Agricultural Education and Extension with two teaching

 

N.B:Applicantswiththefollowingqualificationsarealsoeligible;

  1. Bachelor of Education holders with a mean grade of C Plain and C Plain in the two teaching subjects at KCSE and have undertaken a Diploma in Education or those who obtained a Mean Grade C (Plain) at KCSE and C (Plain) in the subjects of study at A-Level and obtained at least 1 Principle and 2 Subsidiaries for Sciences, 2 Principles and 1 Subsidiary for Arts prior to undertaking a Bachelor of Education Degree.
  2. Diploma inEducationHolders witha MeanGrade of C+ (Plus)and C+ (Plus)in the two teaching subjects at KCSE and have undertaken a Bachelors of Education

 

  • Bridging/Pre-university certificates for those who completed the course before December 31st, 2015 are considered.

 

  • DiplomaTeachers

ApplicantsmusthaveaminimumMeanGradeofC+(Plus)atKCSEoritsequivalent with at least C+(plus) (or Credit pass) in the two teaching subjects or one (1) Principle andtwo(2)Subsidiariesat‘A’level.Inaddition,theymusthave:aDiplomainEducation from arecognized Teacher TrainingInstitution with at leastC+ (Plus) in the two teaching subjects.

N.B:

  1. Diploma Teachers who graduated in 2008 or before with a mean grade of C (plain) and C (plain) in the two teaching subjects are eligible
  2. Hearing andvisually impairedteacherswhoenrolledfor training withMeanGradeof C (Plain) and C (Plain) in the two teaching subjects are eligible.
    • TechnicalTeachers

ApplicantsmusthaveaminimumMeanGradeofC+(Plus)atKCSEoritsequivalent withatleastC+(Plus)inthetwoteachingsubjectsorone(1)Principleandtwo(2) Subsidiaries at‘A’-Level insubjectsstudied.Inaddition, theymusthave either:

  1. BachelorofEducationTechnology(BeDTECH);or,
  2. BachelorofScience(BSc)inanyrelevanttechnical Subject(s)/Course;or
  • HigherDiplomainatechnicalcourse;or
  1. ADiplomainatechnical

 

Further, applicantsundercategory(ii)above MUSTpossessaDiplomainTechnical Teacher Education from Kenya Technical Trainers College (KTTC), previously known as KenyaTechnicalTeachersCollege.

N.B:

  • Applicants whose training is in subjects that are currently not in the Secondary School Curriculum do not qualify, irrespective of their having undertaken a Post Graduate Diploma in Education (PGDE) and/or enhancement. This category includes but is not limitedto Bachelor of Science /Bachelor of Arts in:

 

–    NaturalResources -Horticulture –       Fisheries
–    Meteorology -FarmMachinery –       Anthropology
–    Forestry -Sociology –       Biotechnolog
–    AnimalHusbandry -Journalism –       Theology         /
Divinity    

 

  • Applicants with Economics/Commerce/Accounting can apply for Business Studies and those with Social Education and Ethics (SEE) can apply for CRE/IRE.
  • Diploma Teachers with English/other subjects qualify for employment as teachers of English/Literature on condition that they have adequate units in both Language and
  • AllapplicantsmusthavestudiedthetwoteachingsubjectsatKCSEexceptfor Agriculture, Business Studies, Home Science, and Computer Studies. For those who did not study Business Studies and Computer Studies, one should have attained a minimumofC+(Plus)inMathematicsatKCSE.Forthosewhodidnotstudy Agriculture and Home Science, one should have attained a minimum of C+ in
  • GraduateTeachers shouldhave studieda minimum of eight(8)course unitsineach teaching subject. In addition, the teachers must have studied Special Methods in theirtwoteachingsubjectsofchoicetogetherwithaminimumofthree(3)months teaching practice.
  • Enhancementcertificate(s)andtranscriptsshall onlyapplywhereanapplicanthad notcoveredtheminimumnumberofunitsduringthedegree/diplomaprogramme.

 

  • Applicants who chose to study a third subject must ensure that they have studied all the units in the chosen subject as offered by the selected institution for four years of study together with specialmethodsand teachingpractice. In addition, there should beevidencethattheapplicantshavecoveredtheapprovedcredithoursforthe

 

  • Applicants previously employed under contract and whose services were terminated duetoinadequateunitsinteachingsubjectsandhavesinceobtainedenhancement certificates with adequate units are eligible to apply.
  • Kenya Sign Language (KSL) and Braille are considered as teaching subjects in Special Needs Education e.g. Biology/KSL and Geography/Braille.

     VALIDATIONOFDOCUMENTSBYTHETSCCOUNTYDIRECTOR

 

TheTSCCountyDirectorsshould:-

  1. Ensure that the Internship Agreement and the Offer ofInternship Letter have all the attachments required as provided for in the approved checklist/s;
  2. Counterchecktherecruitmentdocumentstoverifythattheapplicant(s)recruited qualify for engagement as a teacher intern as per the provisions of the recruitment guidelines;

 

  • Ensure that all documents are duly signed asrequired; including the score sheets, MinutesoftheSelectionPanels,InternshipAgreementandOfferofInternship Letter confirming that the candidate qualifies/merits to be engaged as a teacher intern;
  1. Compile complaints received and submit appropriate action taken or

 

     DOCUMENTSTOBESUBMITTEDTOTHETSCHEADQUARTERS

The TSC County Director is required to hand over the following documents to the TSC Headquarters:

     COMPLAINTS

  1. Any applicant who is dissatisfied with the process should submit to the TSC County DirectorawrittencomplaintimmediatelyandsendanemailtotheTSCHeadquarters through email address:[email protected]not later thanseven (7)days afterthe selectionprocess;
  2. The TSC County Director should withinseven (7)days analyze and address all complaints raised after the selection process has been completed and promptly inform the Headquarters on the action taken;

 

  • Where anapplicantisdissatisfiedwiththedecisionof theTSCCountyDirectorin(ii) above, or where the complaint is made against the TSC County Director, the applicant shall appeal to the Appeals Committee on staffing functions at the TSC Headquarters. The Appeals Committee shall investigate the allegations and take appropriate action within fourteen (14) days.

  1. MeritListsshallbemadeavailabletomembersofpublicwishingtoseethemon requestinamannerthatwillnotputtherecruitmentprocessintojeopardyand intotaladherencetotheDataProtectionAct, 2019.

 

  1. Clarificationandadviceonissuesofqualificationsarisingfromtheseguidelines,

 

  • Notwithstanding the decentralization of the function of teacher recruitment pursuanttoSection20oftheTSCAct,theCommissionisnotprecludedincarrying out recruitment directly from the TSCHeadquarters.
