The Teachers Service Commission, TSC, has moved to provide most of its services via its online platform. Teachers seeking transfers will now file their applications online as opposed to the manual application process. Other services that have been fully made available online are applications for promotions and new teacher registration.
These latest developments come at a time when TSC has completed digitizing teachers’ documents.
In its 2019-2023 Strategic Plan, the Commission identified Reforms and Innovation in the provision of teaching services as its strategic focus area aimed at improving service delivery to its employees and stakeholders. In this regard, the Commission has successfully migrated services related to recruitment and promotions of teachers to an online system.
Accordingly, there will be no manual applications for recruitment and promotion of teachers with effect from 1 st March, 2021.
Consequently, applications for transfer shall be accessed through the Commission’s website at www.tsc.go.ke as per the attached schedule while the mode and manner of application for both recruitment and promotion will be communicated in the adverts whenever there is a vacancy.
Further, the Commission has introduced an e-platform for official emails, virtual meetings and remote learning. The platform targets all teachers employed by the Commission and those undergoing internship programmes.
The new platform will be used in the following instances: –
For official communication between the Commission and teachers including transmission of official letters, Circulars, Pay-slips and responses to teachers’ inquiries among others.
To promote the usage of e-learning at no cost.
To support and promote the usage of virtual meetings. Institutions can therefore use the platform to hold virtual meetings while teachers will be able to create peer groups to carry out learning activities including mentoring and coaching.
All Heads of Institutions and teachers including those on internship are required to activate their email accounts provided on the platform and use it for all communications to the Commission. The official email will take the format of the teacher’s name, the last two digits of the TSC number @mwalimu.tsc.go.ke.
The detailed procedure on how to activate the system can be accessed through the Commission’s website.
The Commission’s ICT field officers will be available to assist in the activation of the accounts. Heads of Institutions may use the ICT champions to sensitize teachers in their institutions and provide any needed technical support.
In addition to an official personal account, heads of institutions are to open a separate head-of-institution email. This address will be available to subsequent heads of institutions for continuity.
Heads of institutions shall update the teachers official email address and registered personal mobile phone number in the Teacher Management Information System (TMIS) within 30 days after all teachers in the institution have activated their emails.
Further, users may seek help on activation of the email, virtual meetings and remote learning through the following address; [email protected]. All other normal queries and/or issues, to be sent to [email protected].
Effective Date
The exercise of activating the emails takes effect from 15th February, 2021 and will close on 30th April, 2021. Upon the expiry of the registration window, all emails outside the e-platform shall not be acted upon.

Teachers working with the Teachers Service Commission, TSC, will receive reduced pay effective January 2021. This is after the Kenya Revenue Authority, KRA, introduced a new tax regime. The recently introduced tax rates replace the rates introduced in April 2020.
The move by KRA to collapse the 5 tax bands to three will see teachers pay more Pay As You Earn, PAYE, taxes.
And with the introduction of the new pension scheme, teachers’ earnings will drop further as from January 2021.
The Kenya Union of Post Primary Education Teachers – KUPPET, is a registered trade union that represents teachers in secondary schools and other post primary learning institutions. If you are a teacher, employed by the Teachers Service Commission (TSC) ,then it is necessary that you join either KUPPET, KNUT and even KEWOTA (which is an association for female teachers).
The Labour Relations Act of Kenya (2007), Part VI Section 49 provides for deduction of Agency Fee from employees covered by Collective Agreements (CBAS). An employee paying agency fee is not a member of the union.

Click My Transaction and then Check Running Transaction Details,
For a KUPPET Member the Ref Account column should show “KUPPET”

The same process is followed when joining KNUT and KEWOTA online.
Joining a union of your choice is a noble action that you should embrace. Being a union member enables you to participate in the election process at branch level. The union can as well arbitrate in matters between teachers and the employer, TSC.

RECRUITMENT OF SECONDARY SCHOOL TEACHERS TO REPLACE THOSE WHO EXITED THROUGH NATURAL ATTRITION- FEBRUARY, 2021 (431).
An interdiction letter is given to a teacher during the TSC discipline process. After investigation has been carried out on allegations against a teacher, a report should be written. It should specify the action to be taken against the teachers e.g show cause letter, warning, interdiction (give relevant details of the offences)
THE TSC INTERDICTION LETTER
The interdiction letter should be in the prescribed format as provided in the TSC Code of Code and Regulations for Teachers, CORT.
Only the designated TSC officers shall interdict. The Secretary to the Board shall only interdict after he/she has been authorized by a minute of the full BOM.
The interdiction letter should be forwarded to the TSC Headquarters with certified copies of all supportive documentary evidence and the investigation report/minutes of the BOM duly authenticated by the investigating officers should accompany it.
The interdiction letter should have the correct and complete information; including the charges. For example, in case of immoral behavior the charge should include the name, class of the student, admission number of the pupil; date time and place the offence took place.
Whereas for chronic absenteeism, the dates of absenteeism should be tabulated. When a teacher is absent he/she automatically neglects his/her duties so you need not add a charge on negligence.
In case of mismanagement/misappropriation, the amount involved and the period in question should be indicated on the interdiction letter.
The teacher of interdiction reads;
‘I am directed by the Teachers Service Commission to say that, it is alleged that you have breached Clause …………of the Third Schedule of the Act in that you……… ……….
consequently, you are hereby interdicted with effect from… …… …(date)
Before the Commission proceeds to consider and determine your case: – l. You are invited to make a defense statement/Response to the Commission in writing within 21 days from the date of this letter; 2. You will be given an opportunity to be heard by the Commission in person; 3. Indicate the nearest TSC Sub-County office where you will be required to report once a month; 4. Present any other evidence including documents in support of your case; 5. Vacate office and continue to be away; 6. Provide your contact address, email and telephone number; 7. Forfeit your annual leave”.
The letter is Copied to: –
The Secretary, Teachers Service Commission
The T.S.C. County Director
The TSC Sub County Director
WHAT CAN CAUSE TSC TO REVERSE A TEACHER’S INTERDICTION
Irregular and faulty interdiction can lead to loss of the case against a teacher by default. Some of the scenarios include those interdictions done by:
Interdictions by staffing officers instead of TSC county directors
Missing/incorrect information in the interdiction letters e.g. missing/incorrect date of interdiction, wrong TSC Nos, incorrect details on when and where the alleged offence was committed.
Use of wrong interdiction format.
Interdicting a teacher who has transferred to another county.
Interdictions being done without adherence to the laid down procedures e.g. failing to give teachers an opportunity to appear before the investigation panel together with the accusers and witnesses to defend themselves against the allegations raised.
The Teachers Service Commission, TSC, has reviewed the list of areas designated as hardship. According to the Commission, payment of hardship allowance will no longer be paid to the staff in the scrapped areas.
All Sub-counties in Nyandarua County have now been scrapped off the list of hardship areas. Also affected are Kigumo, Murang’a, Kandara and Nyahururu Sub- Counties.
New list of TSC designated hardship areas.
TSC has designated various areas as hardship. The areas considered as hardship include those that are prone to terrorism, famine and aridity. As of 2012, TSC had about 38 areas approved as hardship.
Currently, teachers teaching in schools located in some parts of the following counties receive monthly hardship allowances.

HARDSHIP ALLOWANCE
The Teachers Service Commission, TSC, pays extra allowances (hardship allowances) to teachers working in areas classified as hardship. While classifying an area to be a hardship area, the locality must meet any of these conditions:
Lack of or unavailability or inaccessibility to food,
Inadequate transport and communication network,
Limited basic social services and amenities,
Persistent harsh climatic conditions like flooding, landslides and drought,
Insecurity and high possibility of security threats.
Hardship allowance is therefore paid in an effort to compensate for the cost of living for teachers working in areas designated as hardship. Like stated above, teachers working in hardship areas face a myriad of challenges; from lack of water, flooding to hostile living conditions characterized by constant spates of attacks.
In December, 2014, the Salaries and Remuneration Commission, SRC, reviewed hardship allowance to be paid at a flat rate for all equivalent grades/ job groups. The Commission effectively abolished the pegging of the hardship allowance as a percentage of basic pay.
The table below summarizes the monthly hardship allowance rates that are paid to teachers working in hardship areas; per job group:
