The diploma in Education (Primary) programme: Intake, requirements and how to apply

Application form for Diploma in Primary Education Course.

All applicants wishing to be considered for admission to Diploma Teacher Training Colleges are invited to apply for the diploma in primary and childhood development teacher education course.

REGISTRATION FORMS AND APPLICATION PROCEDURE

Registration forms are now available and can be downloaded from the Ministry of Education’s website, www.education.go.ke.

Hard copies are available in the County Directors of Education (CDEs) offices. Duly filled registration forms should be submitted to Sub County Directors of Education Offices from Tuesday 23rd February to 7th March, 2021 by the applicants in person.

Those with special needs are also encouraged to apply.

Candidates are advised to register in only one Centre double registration will lead to automatic disqualification

REQUIREMENTS FOR REGISTRATION

The following are the recommended admission requirements for the Diploma in Primary and Early Childhood Development Teacher Education in Kenya.

a) Diploma in Primary Teacher Education (Grade 1-6) entry grade is KCSE Mean Grade
of C (Plain) or its equivalent with a C in the following cluster subjects.

i. English and Kiswahili;
ii. Mathematics;
iii. Humanities (Any);
iv. Sciences (Any).

b) For candidates with disabilities the minimum entry grade is C- (Minus) and a C-
(Minus) in the cluster of subjects stated above.
c) The duration of the course shall be three (3) years in accordance with the approved
Curriculum designs.
d) The Trainees shall be required to cover the recommended hours for coursework, required hours for practicum and pass the assessments as directed by Kenya National Examination Council (KNEC).
e) The Teacher Trainee shall undertake three months micro-teaching course which is a
pre-requisite for teaching practice.

The new Diploma in Primary Education (DPTE) Course duration

The duration for the diploma training shall be three years, according to the approved curriculum designs.

Specialization areas in the new Diploma in Primary Education (DPTE) Course duration

The teachers’ trainees will only specialise in three subject areas, having attained a minimum KCSE grade of C (Plain) in the learning areas they wish to focus on.

The areas for specialisation have been grouped into four clusters, but teachers will only pick one subject per category for specialty.

Candidates shall specialise from the first year in at least three learning areas preferably from any one of the four clusters.

Cluster one subjects in the new Diploma in Primary Education (DPTE) Course

  1. Kenya Sign Language
  2. Indigenous Languages
  3. Foreign Languages (German, French, Arabic and Mandarin (Chinese).

Cluster two subjects in the new Diploma in Primary Education (DPTE) Course

  1. Mathematics
  2. Home Science
  3. Agriculture
  4. Science and Technology

Cluster three subjects in the new Diploma in Primary Education (DPTE) Course

  1. Social Studies
  2. Religious Education (CRE, HRE, IRE)

Cluster four subjects in the new Diploma in Primary Education (DPTE) Course

  1. Art and Craft
  2. Music

Mandatory subjects in the new Diploma in Primary Education (DPTE) Course

  1. English
  2. Kiswahili,
  3. Physical and Health Education (PHE)
  4. Kenya sign language for hearing impaired.

Mandatory Learning areas in the new Diploma in Primary Education (DPTE) Course

The mandatory learning areas will build on the knowledge, skills, and attitudes of the young teacher for effective lesson delivery.

Evaluation criteria in the new Diploma in Primary Education (DPTE) Course

Those who will be approved to teach in schools will have completed the required hours for coursework and passed the stipulated assessment as directed by the Kenya National Examinations Council, Knec.

They will also be required to have completed the required hours for the practicum and passed the stipulated assessment as directed by Knec.

There shall be three months micro-teaching undertaken as a course and will be a pre requisite for teaching practice.

During this period, teacher trainees will prepare learning and teaching materials and short lessons, which they will try on their peers for practice and feedback.

Placement of teacher trainees

These trainees upon completion of the course will be registered and employed by the Teachers service commission (TSC) to teach in primary schools across the country.

Burn schools at your own peril- CS Magoha warns students

Education CS Prof George Magoha at a past function.

Education Cabinet Secretary Prof. George Magoha has warned learners involved in burning schools that other than paying for damages, they will also be held criminally liable and punished in court.

Prof. Magoha said those above eight years will have to be jailed to deter others from engaging in such crimes, adding that they will also be put in a database, restricting their opportunities in the near future.

The CS added that the database will restrict transfers to other schools, joining institutions of higher learning, employment opportunities, thus affecting their lives in future.

Speaking after distributing masks to pupils of Mwiki primary school in Ruiru Sub county Monday, Magoha said since calls for more collaborations among prefects, teachers, discipline masters and teachers on duties, school arson cases have gone down.

“Any child over eight years is liable to criminal prosecution. Other than paying for damages, they will not be able to criminally get away with it. Again, we will have a database of learners who are involved in these arson cases, and they will be followed up in their future lives,” he said.

On exam preparedness, the CS said expectant girls preparing for their final exams will be accorded a comfortable environment to do their papers.

He said through chiefs and their assistants, the Ministry has been able to get pregnant girls who were yet to report to school and assured them of their support during the period.

“Only one percent of learners, most of whom are pregnant girls are yet to report to school.  We know where they are. Some have delivered and we shall rehabilitate them in school. We are keen to provide them with a comfortable environment to do their exams even if you deliver during the testing period,” he said.

On the support the government will give this particular school with a population of 3885 pupils, the CS said the government will expand the institution once they get suitable land to ease congestion in the most populated school in Kiambu county.

Area MP Simon King’ara said they have already identified nine acres of land which they will convert to public land to decongest the school.

He said they have also constructed another school a kilometer away, that will be opened in July.

“This area has over 90,000 learners and the NG-CDF is overwhelmed. We welcome government interventions to de-congest the school,” said the MP.

The CS was accompanied by Health CAS Dr. Mercy Mwangangi, nominated senator Isaac Mwaura and several education officials.

List of appointed TVET trainers and their letters

Education cabinet secretary Prof. George Magoha. He has turned a request for the government to supplement fees for learners in private schools.

The Ministry of Education has released a list of trainers to fill the vacant posts of Vocational and Technical Trainers in the State Department for Vocational and Technical Training. This Follows the interviews that were conducted in May 2020. The Ministry has at the same time given dates when the successful trainers are expected to pick their appointment letters.

Further, the Selected candidates are hereby informed that upon acceptance of the appointment they will be required to submit the following documents (both Original and Copies) to the Director HRM&D for processing of the appointment:

a) Copy of Kenya National Identity Card;
b) KRA Pin certificate;
c) Birth Certificate;
d) Academic and professional certificates;
e) Duly filled Medical Certificate Form GP. 69;
f) PSC 2 Form (Revised 2016);
g) Declaration of Income, Assets and Liabilities Form (PSC 2b);
h) Next of Kin Form;
i) Two (2) Colored passport size photograph;

For Purposes of processing the appointments the last day for picking of letters of offer of appointment will be Friday 30th October, 2020.

Education Ministry introduces online learning

It is back to class for learners as the Ministry of Education introduces Electronic Learning services. Though schools have been closed as a result of the Coronavirus disease outbreak in the country, thousands of learners will be forced to turn to various digital platforms as announced by the Ministry.

“Following the closure of learning institutions, in line with the Presidential directive on containment of the Coronavirus, 15 million primary and secondary school learners are now at home and need guidance on home-based learning,” Says Prof George Magoha; the Education Cabinet Secretary.

According to Magoha, E-learning programmes will be available effective Monday March 23, 2020. “The Ministry of Education has, therefore, found it necessary to step up measures to facilitate learning during the period that learners will be at home. Beginning Monday 23d March, 2020, the Ministry will enhance curriculum delivery through 4 different platforms Radio, TV, You-Tube and the Kenya Education Cloud,” he adds.

In the released schedule, the Kenya Broadcasting Corporation (KBC) will broadcast radio programmes daily, from Monday to Friday, through Radio Taifa and English Service.

Radio Programmes

Radio Taifa lessons will run from 10a.m to 11a.m. The English Service lessons will run from 9.15 a.m to 12 o’clock, and from 2.00p.m to 4.00p.m. The broadcasts will also be available on Iftini FM and Transworld in Garissa, Mandera and Wajir Counties.

Apart from Radio Programmes, Lessons will also be transmitted on the KICD-owned Edu-Channel, which is available on Signet Free to air. Edu-Channel broadcast programme line up will be available in the www.kicd.ac.ke.

All programme content broadcast through the Edu-TV Channel can be accessed on youtube @edutvKenya (livestreamed or recorded).

Apart from accessing lessons, learners can obtain digital content of all KICD approved materials from the Kenya Education Cloud. The digital content is available online through www.kec.ac.ke.

“The Ministry is determined to ensure that all learners access relevant materials to enable them remain in pace with the curriculum calendar, to the extent possible,” says the CS.

Schools and other learning institutions have been closed in order reduce further spread of the deadly virus.

Babu Owino takes KCSE candidates through revision in Maths, promises to extend to Chemistry

Embakasi East MP Babu Owino during his Maths lesson on Facebook. He has promised to live stream more lessons in Mathematics and Chemistry in coming weeks.

Embakasi East Member of parliament Hon. Babu Owino on Friday evening held a mathematics lesson live on his Facebook page. In a live-stream, followed by over 8,000 users, the MP offered revision tips for Kenya Certificate of Secondary Education, KCSE, candidates.

Dressed in a smart navy blue suit and a white shirt, the Legislator tackled tackled problems from various topics to the surprise of many. His page was lit with congratulatory messages as he tactfully handled the problems.

“We are ready to proceed at 1pm.stay tuned on my Facebook page Babu Owino which is a verified account,” the lawmaker had stated prior to his live broadcast; referring to himself as Prof. Babu. And, true to his word, he did not disappoint when the hour came.

And when the time came, the MP solved problems from such mathematics topics as Differentiation, Trigonometry, Surds, Further logarithms, Algebraic expressions and Calculus.

“This is one thing which makes Babu Owino different from the rest. Intelligence,” wrote an online user.

The flamboyant politician had earlier sensationally asked education CS Prof. George Magoha to surrender this year’s KCSE exam scripts to him for vetting before candidates can tackle them; an assertion his still reiterated during his live broadcast.

“And this is more reason why I told the Ministry of education to bring the papers in my office for verification because I am over qualified,” boasted the MP.

The MP has promised to broadcast more lessons in the coming weeks; in Chemistry and Mathematics.

“Next time we will do chemistry, from next week. We will also proceed with mathematics. I will be communicating the days. But, this time round we will be handling mathematics topic wise. We will be dealing with a topic and then questions,” he said.

The Ministry of education through the Kenya Institute of Curriculum Development, KICD, is offering electronic lessons via various platforms.

“Learning experiences at home should take place to reinforce what is learnt in school,” says the KICD.

Education Ministry to schools- Pay balances owed to the Postal Corporation

The Ministry of Education has directed schools to clear monies owed to the Postal Corporation. The Ministry notes that most schools have not been paying for the postal boxes through which they receive mails and parcels. The Principal Secretary in the Ministry, Dr. Bellio Kipsang, says the non payment prompted the Postal Corporation to formally launch a complaint with the Ministry.

“The Ministry is in receipt of a letter from the Postal Corporation of Kenya in which it has emerged that many schools have not been paying for the postal boxes they have rented from the Kenya Postal Postal Corporation. Consequently, the schools have accumulated arrears totaling to KShs 185,639,304.” Says Dr. Kipsang via a circular sent to all County and Sub County Directors of Education.

The PS orders the field officers to ensure schools within their jurisdictions pay the arrears immediately.

“The Ministry notes with concern the non-payment of the rental boxes fee an direct you to ensure schools under your jurisdiction attend to this obligation,” adds Dr. Kipsang.

Non-payment of the postal charges has only but further complicated the financial status of the already struggling mail service provider. The emerging of internet has reduced the number of mails being sent through hard copies; with many preferring E-mails and other electronic modes.

Education Ministry gives new guidelines on Nemis

Latest Education news Schools have been given up to the end of March so as to capture all learners in the National Education Management Information System, Nemis. The Ministry now says disbursements of funds to public schools will be entirely via Nemis. Whereas the system has always been used for secondary schools, the scenario has been different for primary schools. Since the inception of Free Primary Education in 2003, the Ministry of Education has been using a computer program that heavily relies on manual input of school data into the program by officers from the Ministry of Education headquarters to disburse funds to public primary schools. This mode of disbursement has been prone to errors as a result of faulty capturing of data required for capitation by officers in the headquarters. Under the NEMIS system, all the data is captured at the source and individual headteachers are responsible for any data regarding their school, this minimises chances of human error and any changes required are made by the headteachers thus ensuring continuous update of data. The Directorate of Primary Education intends to change the mode of FPE disbursement to NEMIS system from the current system one with effect from April 2021. To guarantee that their schools are not disadvantaged, the Ministry has asked head teachers to ensure that data on all their pupils is captured in them NEMIS platform by 30th March 2021. Learners without birth certificates can still be captured on the NEMIS system.

HOW TO UPDATE THE LEARNER’S BIO DETAILS ON NEMIS.

  1. Visit the NEMIS portal at http://nemis.education.go.ke
  2. Log onto the system by using the official log in credentials; User Name and Password.
  3. Once logged in, click on ‘Form one Admission/ Reported List’
  4. The ‘REPORTED STUDENT LIST’ will be displayed.
  5. Click on ‘BIO DATA’ to update the details for each learner.
  6. Fill in the Basic, Contact and Special Needs Details for the learner. Save the changes.
  7. Repeat procedure 5 and 6; until details for all the admitted learners are captured.

The ‘LEARNER’ tab, on the NEMIS window, can also be used to carry out the following learner related operations:
  1. PENDING REGISTRATION: View a list of learners whose Registration is pending. These are learners whose details have not been entered as required i.e missing some information like their photographs.
  2. VIEW MY LEARNERS: A menu used to view the list of all learners whose details have been fully updated on the NEMIS system.
  3. LIST OF ADMISSION REQUESTS: Shows the list of admission requests as uploaded onto the NEMIS system for approval by the Ministry of Education’s field officers.
  4. LIST OF PROCESSED ADMISSION REQUESTS: To display the list of learners whose admission requests have been approved by the Ministry of Education’s Field officers.
  5. RECEIVE LEARNER: Used to admit a continuing learner; who has transferred from another school.
  6. RELEASE LEARNER: Used to transfer a learner to join another school after the transfer has been granted by the Education Ministry’s Field Officers.

SCHOOL FEES CAPITATION FOR SECONDARY SCHOOLS

In total each learner in all public schools receives Sh22,244 per year under the government’s Free Day Secondary Education (FDSE) program. Of this Sh9,400 goes into operations including Personal Emoluments (Salaries and wages for BOM staff).

The missing 2020 form one students; CS Magoha leads drive to find them

Education Cabinet Secretary George Magoha inspects 2019 KCSE Chemistry Practical exams in a Nairobi school. This year's Chemistry practical has been doffed by cheating claims and assertions that one of the reagents used is very poisonous.

The Ministry of Education has today stated that a total of 150,000 form ones are yet to report to secondary school. This is despite the fact that the January 24, 2020 reporting deadline has elapsed. According the Ministry only 80 percent of the learners who sat for the 2019 KCPE examination have reported to their schools of choice. The Ministry now says it will launch a mop up campaign to find the missing learners and ensure 100 percent transition.

Here is an excerpt of a presser from the Education Cabinet Secretary Prof George Magoha;

“Reporting dates for all Form One students were between 13th January, 2020 and 24th January, 2020. By 12pm today, 852,000 learners (80 per cent) of the 1,075,000 candidates who sat KCPE in 2019 had reported to secondary schools countrywide.
Reports from all parts of the country indicate that large numbers of students have flocked to various schools ahead of today’s 5pm reporting deadline.

We therefore expect the figures to rise to the peak by the end of today when we compile final figures.
Although these are commendable admission levels, it is projected that we could still have about 150,000 candidates who may not beat the deadline of reporting. These will include candidates of private schools and those who reported to schools that they had not been selected to, thereby missing out on the NEMIS data capture.

I am happy that some counties have already hit the 100 per cent mark as I will outline
shortly. Some schools have also registered 100 percent transition, induding the State
House Girls (where we are), which has registered all the candidates who were selected to join the institution, including a class of 95 day scholars.

Some of the reasons for the low transition in these counties include:

  • Repetitions- some children opted to repeat Class 8
  • Some learners opted to join TVET institutions
  • Early marriages and teenage pregnancies

To ensure we achieve the 100 per cent transition rates, the Government will, from tomorrow (Saturday January 25, 2020) start a countrywide mop up campaign to trace all candidates who are yet to report to schools. I have consulted with the Ministry of Interior and Coordination of National Government and Teachers Service Commission and resolved to engage jointly in the mop up campaign. We have directed our field officers to comb all their regions to find the candidates who are yet to report to schools and ensure that they are enrolled in the schools they were placed in.

Candidates at the sub-county levels should report to day schools nearest to them. During this period, Principals and Head Teachers should enhance support services to help young mothers selected to their schools to enrol, focus on learning and minimize distractive practices. All education officials in all counties should map out the 2019 KCPE candidates from their regions and make special arrangements for them to join Form One.

During this mop up exercise, and to address socio-cultural barriers to secondary education, national administrative arms will work with county and sub-county education
officials to ensure that no child is locked out of secondary education for any reason. Over the period, Ministry officials will file accurate daily returns on the status of reporting to schools until we attain the 100% transition.

It is the constitutional right of every Kenyan child to acquire free and compulsory basic
education. The Ministry will generate lists of unreported students per Sub County for
purposes of tracking them and ensuring that they are admitted accordingly. The head
teachers of respective schools where the students sat the KCPE are therefore called upon to make available all the vital information to aid the process of ensuring that all students enroll in secondary schools.”

 REPORTING STATISTICS PER COUNTY

Only Murang’a, Nyeri, Nairobi, Vihiga and Tharaka Nithi counties surpassed the 100% transition mark. Worst hit (with low transition rates) are Kilifi, West Pokot, Samburu, Marsabit and Tana River.

Reopening of schools- Learners to receive free masks as Rivatex is contracted to produce 24 million masks

Education CS George Magoha. He has said the government will give finer details on schools' reopening dates.

The government has contracted Rivatex East Africa for the production of 24 million face mask to be given to learners ahead of schools’ reopening in September. Education Cabinet Secretary Professor George Magoha who spoke today at Rivatex said plans are underway to ensure that masks are delivered to all schools by August. The masks will be of top quality so as not to harm the learners in any way.

   “The mask that will be produced will be able to cover the nose and mouse and should not be harmful to the children,” the CS said.

   The CS was accompanied by the Principal Secretary State Department for early learning and basic education, Dr. Belio Kipsang. He added that the National Youth Service (NYS) and and other government agencies have also been brought on board to ensure the masks are ready in good time.

   Magoha said a prototype will be produced first before mass production ensures; adding that discussions were still ongoing as pertains the masks.

   “Once we fully agree on the prototype, then we shall get the pricing,” he said. Reports indicate that each learner will receive 2 free reusable masks.

Testing of all teachers and learners for covid 19 was an option the government is mulling.

  “We are also still debating as to whether to test all the teachers that are going to back to school, before they go back to schools,” the CS reported.

   Testing the more than 300,000 teachers may be a tall order to government given its current limited capacity; which otherwise must be increased tenfold. Another headache would be learners travelling to boarding schools from various parts of the country; and how to ensure they will be covid19 free; before being readmitted.

   CS Magoha has been traversing the country to inspect the status of schools’ preparedness with regards to provision of clean, running, water and social distancing.

LEARNERS’ PREGNANCIES.

Reports that thousands of learners had been impregnated during the corona break were vehemently rejected by the CS who termed them ‘obnoxious and too high’.

   “I want to tell you that pregnancies do not show before they are over three months and if we are talking about the time this started (covid 19), the majority of the pregnancies have not shown,” he said.

   He questioned the data and wondered if the children went to them adding that the matter is being investigated using the medical council and other agencies.

   “The figures are completely outrageous and should be treated with the contempt that they deserve.”  he warned.
