How to apply as a First Time Helb Loan Applicant – Complete Guide

Kenyan students pursuing Certificate, Diploma and Higher National Diploma courses in select Public Universities, select University Colleges, Public National Polytechnics, and approved TVET Colleges under the Ministry of Education are eligible for this loan and bursary. The loan attracts interest rate of 4% and a ledger fees of Kshs. 1,000 per year.

How to apply as a First Time Applicant

  1. Visit our website www.helb.co.ke  to access the Student Portal and click on “create an account” to register.
  2. Once the account is created, log in and select the appropriate TVET First Time Loan Application Form [TLAF].
  3. Read the literature or view the videos on Financial Literacy and participate in the brief exercise online.
  4. Access and fill the loan application form.
  5. Print TWO copies of the duly filled TVET Loan Application Form [Mandatory]
  6. Have the forms appropriately filled, signed, and stamped by the relevant authorities.
  7. Attach all the documents as per the checklist and present one copy of the duly filled Loan Application Form at:
    • Any of the following Huduma centers nearest to you: Bomet, Bungoma, Chuka, Eldoret, Embu, Garissa, Nairobi GPO, Kakamega, Kericho, Kilifi, Kisii, Kisumu, Kitale, Kitui, Lodwar, Machakos, Makueni, Meru, Migori, Mombasa, Murang’a, Nakuru, Nandi Narok, Nyeri, Taita Taveta, Thika and West Pokot for free and secure delivery; or
    • HELB Student Service Centre on Mezzanine 1, Anniversary Towers, University Way, Nairobi
  1. Retain a complete copy of the TVET Loan Application Form [This is mandatory]

Note:

  1. Please ensure that you read, understand, and follow the instructions provided at the beginning of the online TVET loan application process including reading and undertaking the HELB Financial Literacy Programme.
  2. It is recommended that students prudently manage their HELB loans once disbursed to cater for Tuition, books, stationery, accommodation, and subsistence.

Application requirements

  1. A copy of the applicant’s admission letter from the institution
  2. A copy of the applicant’s National Identification Card.
  3. Applicant’s KCSE result slip or certificate
  4. Copies of the parents’ National ID Cards or death certificate where the parent is deceased
  5. Copies of both guarantors’ National ID Card
  6. A copy of the applicant’s Bank ATM/Bank card
  7. One recent colored passport size photograph of the applicant.

Note:

  1. The applicant should access and complete the relevant TVET Loan and Bursary Application Form (TLAF).
  2. Print TWO copies of the duly filled Loan Application Form.
  3. Have the TVET Loan Application Form signed and stamped by the Dean of Students and/or Financial Aid Officer.
  4. Retain one copy of the duly filled TLAF (Mandatory).
  5. Drop the TLAF personally at the HELB students Service Centre on Mezzanine One, Anniversary Towers or any of the SELECT Huduma Centers nearest to you

Repaying the TVET Loan

TVET loan repayment starts within one year of completion of studies or within such a period as the Board decides to recall the loan, whichever is earlier. However, one can make voluntary payments before or after completing studies to reduce the loan balance. HELB Loans are charged 4% interest per annum and is repayable up to a maximum of 48 months.

About 5,397 schools are yet to upload their 2020 from one selection lists onto the National Education Management Information System, Nemis. This is according to the latest data from the Education Ministry. This mostly affects the Sub County and Private schools whose selection was done manually. The list detailing the school’s name and location indicates that the schools are yet to upload their selection lists onto their Nemis accounts in readiness for the admission exercise in January 2020.

The Education Ministry has set reporting date for the 2020 form ones to secondary schools to be between January Monday 13th to Friday 17th. This will be about one week after the other students would have reported back to school for the new year.

6.2.0     PAPER 511/2

This examination will be conducted in an examination room. It     pre-recordcd
cassette to be played on a cassette player. There will be five compatsory tests. Manuscript
paper will be provided for answering the tests. For each test, the examiner will give
instructions on the procedure.

TEST ONE: RHYTHM ON MONOTONE

The candidate will be required to demonstrate skill in recognition of note values, grouping
notes and time. Where the passage is anacrusic, this will be stated. The test will consist of
three parts each of which will be played four times. The three parts are as follows;

(a)     A repetitive rhythmic pattern of up to four bars will be played on a drum. The
cancUdate will be required to write the rhythm on monotone and insert the time
signature and bar lines. The pulse will be stated at the beginning.

(b)     A passage of 4 to 8 bars in simple time will be played on a melodic instrument. The
candidate will be required to write the rhythm on monotone and insert the time
signature and bar lines. The pulse will be stated at the beginning.

(c)     A passage of 4 to 8 bars in compound time will be played on a melodic instrument.
The candidate will be required to write the rhythm on monotone and insert the time
signature and bar lines. The pulse will be stated at the beginning.

TEST TWO; MELODY

The candidate will be required to demonstrate skill in note values, pitch, key and time
signature. The test will consist of two melodies, (a) and (b), each of which will be played four
times. The two melodies each of up to eight bars in simple or compound time will be played.
The clef, key and pulse will be stated at the beginning of each melody. The tonic chord and
the tonic will be sounded. Where a melody has an anacrusic beginning this will also be
stated. The candidate will be required to insert the key and time signature and then write each
melody. The two melodies will be as follows:

(a)     A melody in a major key
(b)     A melody in a minor key.

TEST THREE: INTERVALS
The candidate will be required to demonstrate skill in recognising an interval of two notes
played harmonically. Two intervals will be sounded. The candidate will be required to
describe each interval as major, minor or perfect. Each interval will be played twice.

TEST FOUR: CADENCES
The candidate will be required to demonstrate skill in recognising cadences as imperfect,
interrupted, plagal and perfect contained in a passage played harmonically in a major or minor
key. The passage will be played four times with a pause at each cadential point. The
candidate will be required to name the cadences in the order in which they occur. In each
passage four cadences will be tested.

TEST FIVE: MODULATION:

The candidate will be required to demonstrate skill in recognising and naming modulation to
closely related keys.

The test will be as follows:

Two melodies each of up to 16 bars will be played. Each melody will modulate to a closely
related key before returning to the tonic. Each melody will be played three times. The
candidate will be required to name the key to which each melody modulates before returning
to the tonic. For each melody the key note will be sounded at the beginning.

available for study each year.     Only one movement will be prescribed.     The school
is required to ensure that each candidate is provided with a clean unmarked score
for use in the examination. Supervisors are requested to ensure that the scores
have no additional marks or notes other than bar numbers and any other marks
made by the publishers.

SECTION C: GENERAL MUSICAL KNOWLEDGE

This will test the general knowledge of and skills in all or any of the following;-
