‘Heavily’ Bearded Minister facing the sack

Baringo County Assembly Members (MCAs) have initiated the process of removing Roads County Executive Committee Member (CEC) for keeping untrimmed beards.

In a late night motion on October 25 that was seeking to impeach Eng. Lekonaya Kibwalel the movers failed to impeach the CEC but managed a minimum threshold to form a committee to investigate the executive.

After a vote that was presided over by the speaker Vincent Kemboi at 9pm the motion lost to those against the impeachment by getting 18 votes against 22 with one abstention.

Kisanana Ward MCA Jacob Cheboiwo who moved the debate on Wednesday arguing that the executive had failed to maintain an appropriate standard of dressing and personal hygiene.

Cheboiwo observed that the CEC has been conducting himself in unbecoming manner contrary to that of a public office holder even while attending official county functions.

He added that the said top official has in some occasions been drinking openly in open spaces thus causing disrepute to the office he holds.

Baringo CEC for Roads and Infrastructure Eng Lekonaya Kibwalel during an inspection of Kapchepkut- Rusoga road in Marigat ward. A section of County MCAs on Wednesday threatened to impeach him for keeping untrimmed beards.

The legislator who also cited constant harassment, bullying, intimidation and mistreatment of junior officers urged fellow MCAs to impeach the youthful CEC claiming that such behaviors contributes to poor service delivery in the department.

Tirioko Ward MCA Sam Lokales elicited laughter at the assembly when he said the CEC was captured attending a public event while intoxicated and it took the interventions of the master of ceremony to shield him from public ridicule.

“I have a clip of the said CEC, he was shaking when he was launching a project at Eldama Ravine recently,” he added.

Mochongoi ward MCA Kipruto Kimosop while supporting the impeachment motion accused the CEC for handling his department so casually.

Kimosop who is the deputy speaker said Kibwalel after convening a meeting for all Ward representatives from Baringo South to resolve an issue affecting county dozers machines in their area he could not give the status of the progress and couldn’t remember exactly what was discussed during the meeting when called for feedback later.

He said they are setting an example by removing the CEC so that it can serve as a lesson to other top county officials who like hiding behind the governor.

However, the MCAs who rose to defend the CEC read mischief in the motion saying it must have been driven by the fact that the Roads CEC effected transfers of some senior officials in the department who had overstayed.

Ribkwo Ward MCA Daniel Tuwit defended Kibwalel saying he is hardly seven months in office and that the audit queries and huge rollovers experienced in the department occurred prior to his appointment.

He argued that the changes in the department should be supported by the MCAs and not to blame him for the current woes in the department.

“It is too low for a whole assembly to debate on such a motion which should not have been allowed at the first place,” Tuwit said.

The legislator argued that having beards is a biological thing which is a norm in men which should not be blown out of proportion.

His sentiments were supported by Silale Ward MCA Clement Lomaringoria who said urged fellow MCAs not to go to the extent of discussing petty personal issues in the house.

Lomaringoria while opposing the motion said that the CEC who was vetted by some of the MCAs should be supported to uproot some of the cartels in the roads sector who has stagnated implementation of road networks across the county.

The Speaker while giving results at the end of voting exercise said 22 MCAs rejected the motion, 18 supported it as four were absent and one was abstained.

Kemboi however stated that the house will move forward to constitute a special committee to investigate the allegations against the CEC after attaining one-third of all the members of the assembly and report its findings within ten days.

TSC taken into task over expected low pay for intern teachers

A group of lawyers has written to the Teachers Service Commission, TSC, seeking answers on the contract terms for the intern teachers. The lawyers from Mugeria, Lempaa and Kariuki advocates now want the Commission to explain how it arrived at the low pay of Sh10,000 and Sh15,000 expected to be paid to the Primary and Secondary school interns; respectively.

The Commission is in the process of employing 10,300 teacher interns who are expected to report to their new stations in January 2020.

Second Revision of Choices for 2020/2021 Placement: KUCCPS releases list KCSE index numbers

KUCCPS 2020/ 2021 placement second revision of choices.
  • The Kenya Universities and Colleges Central Placement Service, Kuccps, has released the list of KCSE candidates are required to carry out second revision of their 2020/2021 placement choices. This is a list of students who were not selected during the first revision of their course choices.  Kuccps says the application system will open for the Second Revision of degree, diploma and certificate choices from Thursday, April 2, 2020 to Wednesday, April 15, 2020.The Second Revision will be open for all the applicants who, on competitive selection after the First Revision of Choices, have not secured any of their choices for placement to universities and colleges.

    The KCSE index numbers of these applicants are listed Second Revision List for 2020/2021 Placement. Kuccps urges principals of the secondary schools whose former students’ index numbers are listed on the website to inform the affected applicants to revise their choices.

    In addition, students who did not apply through their schools and missed the First Revision of Choices may use this opportunity to submit their applications.

    The applicants will be required to select new choices from the degree, diploma and craft/artisan certificate courses with unfilled capacities, which are also listed on the website, and submit afresh.

    Applicants whose index numbers are not in the list on the website have already provisionally secured one of their choices, hence are not required to reapply. The outcome of their applications will be given after the conclusion of the placement processing.

    Application Guidelines
    1. Applications must be submitted through the KUCCPS Student’s Portal.
    2. Applications may also be submitted through the Placement Service App, KUCCPS STUDENTSwhich is available for download on Play Store.
    3. More information including detailed application guidelines, institutions, available programmes, minimum subject requirements and previous cut-off points are available on the Portal.

    Application Support

    1. In light of the Government guidelines meant to stem the spread of the coronavirus, applicants are advised to observe social distancing, avoid gatherings and follow the directives regularly issued by the Ministry of Health.
    2. Due to these Government guidelines, the Placement Service offices and Huduma Centre desks are closed to the public. The application process is, however, fully automated and applicants who need support to access their accounts should contact the Placement Service Customer Care through:

    The Placement Service staff will be reachable for support through the above contacts weekdays from 8am to 5pm.

    The placement application process is automated and applications can be submitted online from any location through mobile phones, tablets and computers connected to the Internet. Applicants are advised to observe the deadline as late applications will not be accepted.

Polytechnic indefinitely closed after students’ riots

The Kisumu National Polytechnic

Kisumu National Polytechnic has been indefinitely closed after students rioted against fee increment. The students engaged police in running battles for the better part of Monday February 2, 2020. Learning was paralyzed at the Kisumu based institution as students demonstrated over an alleged fee hike of Sh6,000 and mismanagement. Eight students were arrested during the scuffle.

“Following the unrest by the students witnessed today Monday 3/2/2020, it has been decided that the institution be closed with immediate effect,” reads a memo from by the institution governing council President Chanzu Lomolo.

BIOGRAPHY

GENERAL FRANCIS OMONDI OGOLLA

General Francis Omondi Ogolla was born on 12 February 1962 in Siaya County. He was enlisted into the Kenya Defence Forces as an Officer Cadeton 02 May 1984 and commissioned as a second lieutenant on 03 May 1985, upon which he was posted to Moi Air Base, where he later trained as a pilot.

During his career in the Kenya Defence Forces, General Ogolla held several Command, Staff and Instructional appointments. In command, he was the Commanding Officer Laikipia Air Base Tactical Flight Wing in 2007 and also Base Commander Laikipia Air Base from 2008 to 2014. Uponp romotion to Brigadier on 10 April 2012, he was appointed the Deputy Air Force Commander and later on promoted to Major General on 13 July 2018 and appointed Commander KenyaAir Force.

On 23 July 21 he was also promoted to the rank of Lieutenant General and appointed the Vice Chief of the Defence Forces, a position he held till 28April 2023 when he was promoted to the rank of General andappointed Chief of the Defence Forces.

Due to his dedication to service the late General Francis Omondi Ogolla was awarded several medals among them; Moran of the Golden Heart (MGH), Elder of the Burning Spars, Head of State Commendation among others. General Francis Omondi Ogolla leaves behind a widow, Mrs.Aileen Kathambi Ogolla and twochildren;Lorna Achieng’ Omondi and Joel Rabuku Omondi Ogolla. He also leaves behind one daughter-in-law; Muthoni Njenga Mwaura and a grandson by the name Taji Mbarara.

Reprieve for Kenyans as Cooking Gas Prices Drop

Cooking gas cylinders.

A spot check by KNA conducted at major gasoline stations and retail distributors of cooking gas in Migori town revealed that the price of cooking gas has dropped.

The majority of the gas traders noted that the price slash is attributed to the removal by the government of Liquefied Petroleum Gas (LPG) levies. Prices for refilling 13-kg and 6-kg cylinders have fallen below Sh3, 000 and Sh1, 500 for the first time since May this year.

Initially, the cooking gas marketer in Migori County was charging Sh3,500 and Sh1,500 for the 13 and 6 kilogrammes of the product, respectively.

During the month of July, after the taxes were removed, the gas market took a turn where the 13-kg cylinder was going for Sh2,800 while the 6-kg Meko gas was retailing at Sh1,350,  translating to a cost reduction of 20 and 10 percentage points, respectively.

Evans Otieno, a retail store owner in Migori town, said that the reduction in liquefied petroleum gas prices can be attributed to the global decrease in oil prices. This has in turn enabled an increase in the production of LPG and domestic supply across the country.

Otieno said that the price of liquefied petroleum gas in Migori County has dropped drastically between the months of May and July. “The cost of refiling gas cylinders has gone down mainly due to the removal of taxes,” said Otieno.

Julius Ochieng, a hotel manager who uses gas to cook, could not hide his joy when he found out that the price to refill a gas cylinder had decreased.

A University Student Electrocuted!

A Kibabii University student who side hustles as a bodaboda operator was electrocuted, Wednesday afternoon next to a well at Zerozero area in Kanduyi along Malaba Kanduyi Highway, Bungoma County where he had stopped to wash his motorcycle.

A wire had been cut off from a nearby electricity pole by a passing lorry on Monday and was left hanging near the well.

He was obviously oblivious of the looming danger when he bent down to scoop some water from the well and accidentally touched the wire meeting his immediate death.

The incident comes just three weeks after a primary school girl in Bumula Constituency lost his life in a similar circumstance.

Residents of the area claim they tried to reach out to Kenya Power Company but their efforts proved futile.

Fellow Bodaboda operators told journalists that they were yet to know his name since he was a new member at their Kibabii stage.

Some students at Kibabii University have been reported to be engaging in small businesses, including the lucrative Bodaboda business during off hours to supplement their upkeep cash.

2020 form one reporting deadline extended by one week

Education Cabinet Secretary Prof George Magoha on January 14, 2020, at Machokos Boys. He directed schools to admit all Form One students, including those who may have less fees than required in First Term in the spirit of the 100 per cent transition policy

The Ministry of Education has extended the 2020 form one admission deadline by one week. Education Principal Secretary Belio Kipsang in a circular to regional and county directors of Education dated January 17, has said the exercise will be extended to ensure that all the 2019 KCPE candidates transit to secondary school.

The exercise that was initially to end on Friday January 17, 2020 will now be expected to come to a completion on Friday January 24, 2020. “In order to ensure that no learner is left behind, the Ministry has made a decision to extend the reporting deadline by seven (7) days. The last reporting day therefore shall be 24th January and not 17th January, 2020 as earlier mentioned,” says Dr. Kipsang.

Bio-metric Capture of Learners

This will be a big relief for most parents who are still struggling to raise the required school fees and other personal effects for their kids.

The PS has at the same time told schools to capture all the learners on the National Education Management Information System, Nemis. “Schools should use the extension to trace their learners who have not reported and at the same time capture all reported learners in NEMIS,” directs Dr Kipsang.

This comes after reports showed that most schools had abandoned the online registration process due to technical hitches. The system has been reportedly facing serious downtime due to the large number of requests.

By Thursday, January 16, 2020, ony twenty percent of the learners had been captured on Nemis.

Primary school head teachers have also been directed to use their 2019 candidates’ list to ensure that they have been placed in secondary schools. “They (Head Teachers) should report any child who is out of school for any reason to their respective Sub-county Directors (and) National Government Administrative Officers,” adds the PS.
